Lawsuits against state agencies will be considered in specialized courts throughout Kazakhstan from July 1. Also, from this day, a new Administrative Procedural Code begins to operate, an important aspect of which is that in a dispute, the plaintiff will not have to prove the guilt of the state agency, the defendant will speak about it. This code promises to be a universal and effective mechanism for protecting the rights of citizens in disputes with public administration bodies and automatically negates the frequent practice in which the state body was a priori right in court disputes.

This code and the judicial system promise to "level" the chances of the state body and the citizen of the country in court disputes. This system, of course, will be quite painful for officials at first, but it is aimed solely at improving the quality of work of state bodies. In addition, an important factor may be that the psychology of the current judges of the Republic of Kazakhstan will still work "in the old way" for some time, but the fact that the defendant will have to report and explain his actions to the court may be an excellent reason for changes. In addition, not always a citizen of the plaintiff had the opportunity to prove the wrong of the defendant of the state agency, given the specificity of the segment, almost always in such cases, the plaintiff lacked the factual and legislative knowledge base for a successful dispute, now it will not be necessary.
