By a joint order of the Ministry of Foreign Affairs, the Ministry of Internal Affairs and the International Center for Information Technologies and Agrarian Policy dated March 27, 2025, a pilot project was launched to provide the public service "Formation and adjustment of IIN for foreigners and stateless persons temporarily staying in the Republic of Kazakhstan"
The main objective of the pilot project for the provision of public services is to ensure and organize favorable conditions and opportunities for foreigners to receive public services through foreign missions of Kazakhstan and the ministry.
According to the algorithm, foreign missions of Kazakhstan accept applications for the registration of IIN and issue its results for foreign citizens.
The Ministry of Foreign Affairs of the Republic of Kazakhstan accepts applications for the registration of IIN and issues its results for diplomatic and equivalent missions of foreign states, international organizations or their missions, consular offices of foreign states in the Republic of Kazakhstan.
The public service is provided by the Ministry of Internal Affairs of the Republic of Kazakhstan through foreign missions:
• potential investors;
• participants in the circulation of goods within the framework of labeling and traceability of goods;
• foreign citizens who are spouses of citizens of the Republic of Kazakhstan (to place a mark on the registration of civil status acts in the IS ZAGS);
• children of a foreign state (under 16 years old), one of whose parents is a citizen of the Republic of Kazakhstan;
• foreign citizens accepting an inheritance;
• potential participants in the Digital Nomad Residency and Digital Nomad Visa programs;
• foreign citizens with disabilities;
• foreign citizens over 65 years old;
• manufacturers and registrants of plant protection products (pesticides);
• foreign citizens who are heads of legal entities, branches and (or) representative offices registered in the Republic of Kazakhstan.

• employees of representative offices.
The term for the provision of the public service is one working day.
To receive the public service, you must personally contact the foreign institution of the Republic of Kazakhstan or the Ministry of Foreign Affairs of the Republic of Kazakhstan and submit the following documents:
• application form;
• a copy of the identity document and its original for verification (a valid international passport, unless otherwise established by international treaties of the Republic of Kazakhstan);
for potential investors, additionally one of the following documents:
• a copy of the document confirming membership in the Foreign Investors Council under the President of the Republic of Kazakhstan (original for verification);
• a copy of the investment contract concluded with the authorized investment body of the Republic of Kazakhstan (original for verification);
• a recommendation from government agencies or quasi-public sector entities confirming the implementation of an investment project by the applicant in the territory of the Republic of Kazakhstan;
• a recommendation from the Astana International Financial Center (AIFC) confirming the registration procedures by its AIFC participant for the implementation of an investment project by the service recipient in the territory of the Republic of Kazakhstan;
for participants in the turnover of goods within the framework of labeling and traceability of goods additionally:
• a copy of the internal document of the organization "on the appointment of the first manager" or for an employee of the organization, indicating job responsibilities related to the labeling of goods with identification means (original for verification) (indicating the list of goods in respect of which labeling operations are carried out);
for foreign citizens married to citizens of the Republic of Kazakhstan additionally:
• a copy of a legalized or apostilled marriage certificate with a translation into the state or Russian language, certified by a translator or an organization providing translation services (original for verification) (if the document is entirely in a foreign language);
• a copy of the identity documents of those who entered into marriage (original for verification);
for children of foreigners (under 16 years old), one of whose parents is a citizen of the Republic of Kazakhstan additionally:
• birth certificate;
• a copy of the identity document of one of the parents and confirming citizenship of the Republic of Kazakhstan;
for foreign citizens accepting an inheritance, additionally:
• a copy of the death certificate of the testator (original for verification);
• a copy of the documents confirming the grounds for calling to inheritance (marital and family relations, will, court decision);
for persons with disabilities, additionally:
• a copy of the medical certificate confirming the disability (original for verification);
for foreign citizens who are heads of legal entities, branches or representative offices registered in the Republic of Kazakhstan, additionally:
• a copy of the document confirming the appointment to the position of manager (original for verification) (decision of the founders, appointment order).
If the identity document of the applicant does not contain the writing of the identification data (last name, first name, patronymic (if any), place of birth) in Cyrillic or Latin, a corresponding translation of the document, certified by a notary, shall be attached.
Documents issued or certified by a competent institution of a foreign state or a specially authorized person, within the limits of his competence and in the established form, sealed with the official seal of a foreign state, are accepted only after passing the procedure of special certification (legalization or apostille).
